A good fit
All four of these, not just three. The fourth is usually the one that decides whether a pilot is worth running.
50 to 2,000 people
Big enough for the queue to hurt, small enough that one person can still decide to try something.
Arrives as documents or email
Invoices, contracts, forms, requests. Things that turn up and have to be read before anything can happen.
A named person owns the queue
Someone who would be asked if a decision in it went wrong. If nobody owns it, nobody will set the trust level either.
Enough that it is a problem
The queue is late, or someone has asked for another head to deal cope with it. Annoying is not the same as expensive.
What to do instead
By category, not by vendor, we are not in a position to recommend a specific product for a problem we are not solving for you.
Not sure which group you are in? Describe the queue and we will tell you, including when the answer is no.
